NGINX App Protect WAF 5.5

Warning:
When upgrading, you must recompile all policy and log bundles using the latest WAF compiler.
Older bundles will be detected and disallowed.
New features
- Added support for Alpine 3.19
- Added a policy for Brute force attack preventions
- Enforcer can now upgrade without requiring policies to be recompiled
- The standalone converter now supports user-defined signatures.
